The below listing for status 69 is direct from CBP's Appendix D. "Bill on File" is the label for 69 and the rest is CBP's attempt to explain the use of the code. As you can see "SNP Nomination" is in the explanation. In the case of this bill of lading I am not 100% sure how to interpret its use as the mbl is not on file and the ISF was not filed until several hours after the AMS. It is further complicated by the fact that sometimes we receive a 69 and sometimes we do not. We know that your bill is on file because we get a separate acceptance message from CBP when an advance manifest is sent and although that acceptance comes without a status code we post an OK to give you some visible recognition in B/L Inquiry that your bill is on file. The 69 comes in a completely separate message from CBP which in this case came at the same time as the manifest acceptance.
